Establishing a hub for material transshipment from the source of waste rock to serve landfill projects both within and outside the budget, providing for neighboring areas within the province from Cam Pha City. Project scale: The total land and water area for implementing the project is 378,852.8 m2, including: The land area for the project is 330,679.1 m2; The area of water in front of the wharf (located within the boundary of the lowest average sea level for many years) is 18,538.75 m2; The area of water in front of the wharf (located outside the boundary of the lowest average sea level for many years) is 24,715.05 m2; The area of transportation, technical infrastructure outside the project fence is 4,919.9 m2 Investment on construction of a port terminal on a total land area of 13,286.3 square meters. This area will include a single-story warehouse complex with a building area of 2,400 square meters, a construction density of 18.1%, and a floor area of 2,400 square meters. Additionally, there will be a port area of 9,835.2 square meters and technical infrastructure (coastal embankment) of 1,051.1 square meters. Investment on construction of an executive office building on the land plot marked as "DH," which will include a two-story executive building, a staff dormitory, a connecting bridge, a guardhouse, and a parking lot. The total land area is approximately 15,533 square meters, with a construction density of 15.7%, a building area of around 2,442.5 square meters, and a height of 1-2 floors. The total floor area is approximately 3,908.5 square meters. Investment on construction of two auxiliary buildings on the land plot marked as "PT," with a total land area of 7,134.5 square meters, a height of one floor, a construction density of 33.6%, a building area of 2,400 square meters, and a floor area of 2,400 square meters. Investment on completing the internal technical infrastructure with an area of 267,293.7 square meters. For the technical infrastructure outside the project boundary with an area of 4,919.9 square meters: The investor will be selected to invest in comprehensive technical infrastructure within the project area according to the approved detailed construction plan
