1. The Government of the Socialist Republic of Vietnam, through the Ministry of Finance (MOF) and Lam Dong Province, represented by the Lam Dong Industrial and Civil Investment Construction Project Management Board (hereinafter referred to as “Lam Dong PMU”) is planning to develop the Project on Upgrading Infrastructure for Agricultural Development in Lam Dong Province (phase 1) hereinafter referred to as the “the Project”. For implementation of the Project, Lam Dong PMU intends to employ an International Consultant to provide consulting services for the Project.
2. The cost of consulting services will be financed by an ODA Loan from the Japan International Cooperation Agency (hereinafter referred to as “JICA”), and consultants shall be selected in accordance with the Guidelines for the Employment of Consultants under Japanese ODA Loans, April 2012 (hereinafter referred to as “JICA’s Guidelines for Consultants”).
3. Identification of the Project: The project includes 15 sub-projects to be implemented in 4 districts: Duc Trong, Don Duong, Lac Duong, Lam Ha and Da Lat city. The project includes the following fields:
- Transportation: 9/15 sub-projects are new construction, upgrading, and renovation of roads and bridges.
- Irrigation: 5/15 sub-projects are new construction, upgrading and renovation of irrigation systems, reservoirs and water supply systems for production.
- Civil work: 1/15 sub-project is to build a new Flower Collection Center.
4. The scope of work of the consulting firm includes providing consulting services for the such items as (1) Survey and design of construction works; (2) Construction supervision - equipment installation; (3) Consulting and tender assistance; (4) Environmental and social monitoring; (5) Transfer of technology/training; The specific requirements for the Project will be stated in the Request for Proposals.
5. Any consulting firm that desires to participate in the Project and provide these services can obtain further detailed information on the Vietnam National E-Procurement System (VNEPS) of the Ministry of Planning and Investment (MPI), website: muasamcong.mpi.gov.vn, Prepare and submit the Expressions of Interest during office hours (8:00 a.m. to 5:00 p.m.) from 8:00 am on September 23, 2024, to 9:00 am on October 10, 2024 at Lam Dong PMU office at the following address:

6. The request for Expression of Interest (EOI) will be issued free of charge to any interested consulting firm on the Vietnam National E-Procurement System (VNEPS) of Ministry of Planning and Investment (MPI), website: muasamcong.mpi.gov.vn
7. Expressions of interest to be submitted by consulting firms shall include (1) Letter of Expressions of Interest ; (2) Qualification Profile of the Firm(s) which shall be prepared in accordance with Part II. Forms of the Request for Expression of Interest and shall be submitted at Lam Dong PMU Office no later than 9:00 a.m. (local time in Vietnam) on October 10, 2024 and shall clearly marked "Expression of Interest for the Pakage No.19: International Consulting Services for Project on Upgrading Infrastructure for Agricultural Development in Lam Dong Province (Phase 1).”
8. The submitted documents of Expression of Interest include 1 original and 03 copies with language according to instructions in section 5, Part I: Instructions to Consultants (Applicants are encouraged to submit additional soft copies to facilitate of review and evaluation)
9. Any Expressions of Interest submitted later than the date and time indicated above shall be rejected./.
