Sở Nông nghiệp và Môi trường thành phố Hà Nội mời các Nhà đầu tư đăng ký thực hiện thủ tục lựa chọn danh sách ngắn đối với Dự án Cải tạo môi trường và đốt rác phát điện Hà Nội với các thông tin như sau:
I. THÔNG TIN SƠ BỘ VỀ DỰ ÁN
1. Mục tiêu đầu tư: Xử lý rác thải sinh hoạt hàng ngày, rác thải cũ đã chôn lấp tại Khu liên hiệp xử lý chất thải rắn Nam Sơn và bùn thải thoát nước bằng phương pháp đốt có tận dụng nhiệt để phát điện, đảm bảo các tiêu chuẩn, quy chuẩn hiện hành về môi trường nhằm cải tạo, phục hồi môi trường bãi chôn lấp hiện hữu, mang lại hiệu quả kinh tế - xã hội cao, góp phần cải thiện môi trường khu vực Sóc Sơn, đặc biệt là ô nhiễm mùi, ảnh hưởng đến sức khỏe nhân dân; tạo điều kiện thu hút đầu tư, phát triển kinh tế xã hội của địa phương.
2. Dự kiến quy mô dự án
2.1. Quy mô:
- Xây dựng Nhà máy đốt rác phát điện công suất xử lý 2.400 tấn/ngày, cụ thể:
+ Công suất xử lý rác thải sinh hoạt là 2.250 tấn/ngày, trong đó: (i) Giai đoạn 2030-2040: 1.500 tấn/ngày đối với rác sinh hoạt hàng ngày, 750 tấn/ngày với rác thải đã qua chôn lấp (khối lượng rác đưa vào lò đốt); (ii) Giai đoạn từ năm 2040 trở đi: 2.250 tấn/ngày đối với rác thải sinh hoạt hàng ngày.
+ Công suất xử lý bùn sau sấy khô là 150 tấn/ngày (từ hệ thống sấy khô bùn).
+ Công suất phát điện khoảng 60MW (công suất lắp đặt).
- Xây dựng Hệ thống sấy khô bùn thải công suất 600 tấn/ngày. Lượng bùn thải sau khi sấy khô là 150 tấn/ngày có độ ẩm khoảng 40% được đưa vào lò đốt rác để đốt đồng thời cùng chất thải rắn sinh hoạt.
- Xây dựng tuyến đường dây đấu nối từ Nhà máy vào hệ thống điện Quốc gia, tuyến ống cấp nước thô và các hạng mục phụ trợ.
2.2. Yêu cầu kỹ thuật:
- Xử lý chất thải rắn sinh hoạt: Áp dụng công nghệ đốt rác phát điện bằng lò ghi để xử lý rác thải sinh hoạt không phân loại và bùn thải sau khi sấy khô, hiệu suất đốt cao, dễ vận hành, bảo dưỡng. Tro bay sau khi hóa rắn sẽ được chôn lấp tại một vị trí được Cơ quan quản lý nhà nước chỉ định hoặc các phương án xử lý khác đảm bảo theo quy định của pháp luật.
- Xử lý bùn thải: Áp dụng phương pháp sấy khô bùn thải. bùn sau sấy được đưa vào lò đốt cùng chất thải rắn sinh hoạt.
- Xử lý khí thải, nước thải, chất thải rắn đầu ra của lò…bằng các công nghệ xử lý đáp ứng tiêu chuẩn, quy chuẩn của pháp luật về bảo vệ môi trường.
- Lựa chọn các công nghệ tiên tiến, hiện đại, đáp ứng tiêu chuẩn, quy chuẩn bảo vệ môi trường.
3. Địa điểm thực hiện dự án:
Thuộc khu phía Bắc của dự án Xây dựng khu liên hợp xử lý chất thải Sóc Sơn giai đoạn II tại huyện Sóc Sơn, thành phố Hà Nội - vị trí gồm các ô đất ký hiệu 3.1; 3.2; 4; 5 và các tuyến đường nội bộ B=9,5m và B=11,0m.
4. Dự kiến thời gian thực hiện dự án
- Lập báo cáo nghiên cứu tiền khả thi, thẩm định, phê duyệt, chấp thuận chủ trương đầu tư Dự án: Quý III/2024 đến Quý II/2025.
- Tổ chức lựa chọn Nhà đầu tư theo hình thức đàm phán cạnh tranh: Quý II/2025 đến Quý IV/2025.
- Nhà đầu tư được lựa chọn hoàn thiện các thủ tục pháp lý: Quý IV/2025 đến Quý IV/2026 (lập, thẩm định báo cáo nghiên cứu khả thi, phê duyệt Dự án; các thủ tục về đất đai và thủ tục liên quan khác; ký kết hợp đồng).
- Xây dựng các hạng mục đầu tư của Dự án: Quý I/2027 đến Quý I/2029.
- Vận hành thử nghiệm: Quý II/2029 đến Quý III/2029.
- Vận hành chính thức: Quý IV/2029
5. Thời hạn hợp đồng dự án:
6. Dự kiến nhu cầu sử dụng đất: Khoảng 12,46 ha ( 124.580 m2)
7. Loại hợp đồng dự án: Hợp đồng BLT (Build - Lease - Transfer" có nghĩa là: Xây dựng - Thuê dịch vụ - Chuyển giao).
8. Sơ bộ tổng mức đầu tư: Khoảng 7.531.847.124.000 đồng (Bằng chữ: Bảy nghìn, năm trăm ba mươi mốt tỷ, tám trăm bốn mươi bảy triệu, một trăm hai mươi tư nghìn đồng) tương ứng 310.438.000 USD (Bằng chữ: Ba trăm mười triệu, bốn trăm ba mươi tám nghìn đô la Mỹ).
9. Sơ bộ phương án tài chính:
9.1 Vốn Nhà đầu tư, doanh nghiệp dự án PPP chịu trách nhiệm thu xếp: 7.531.847.124.000 (bằng chữ: Bảy nghìn, năm trăm ba mươi mốt tỷ, tám trăm bốn mươi bảy triệu, một trăm hai mươi tư nghìn đồng) tương ứng 310.438.000 USD (bằng chữ: Ba trăm mười triệu, bốn trăm ba mươi tám nghìn đô la Mỹ); trong đó:
- Vốn chủ sở hữu: 20%
- Vốn vay và các nguồn vốn hợp pháp khác: 80%
9.2. Vốn Nhà nước trong dự án:
- Dự án không sử dụng vốn Nhà nước để đầu tư.
- Phương thức thanh toán cho Nhà đầu tư: Ủy ban nhân dân thành phố Hà Nội có trách nhiệm phân luồng đảm bảo nguồn cung cấp chất thải rắn (chất thải rắn sinh hoạt, bùn thải thoát nước) để Dự án hoạt động theo đúng công suất được phê duyệt và thanh toán cho doanh nghiệp dự án PPP từ nguồn chi thường xuyên theo quy định tại Quyết định số 31/2020/QĐ-UBND ngày 30 tháng 11 năm 2020 của Ủy ban nhân dân thành phố Hà Nội ban hành quy định giao nhiệm vụ, đặt hàng, đấu thầu cung cấp sản phẩm, dịch vụ công sử dụng ngân sách nhà nước từ nguồn kinh phí chi thường xuyên của thành phố Hà Nội.
10. Các ưu đãi, bảo đảm đầu tư:
Nhà đầu tư được hưởng ưu đãi theo quy định của pháp luật hiện hành và làm các thủ tục ưu đãi tại Cơ quan Nhà nước có thẩm quyền.
11. Cơ chế chia sẻ phần tăng doanh thu và giảm doanh thu (nếu có):
- Cơ chế chia sẻ phần tăng doanh thu: Thực hiện theo quy định tại Khoản 1 Điều 82 Luật Đầu tư theo phương thức đối tác công tư.
- Cơ chế chia sẻ phần giảm doanh thu: Không áp dụng cơ chế chia sẻ phần giảm doanh thu theo quy định tại Khoản 2 Điều 82 Luật Đầu tư theo phương thức đối tác công tư.
12. Hình thức lựa chọn nhà đầu tư: Đàm phán cạnh tranh.
- Thời gian tổ chức lựa chọn nhà đầu tư: Quý II/2025 đến Quý IV/2025.
II. CHỈ DẪN ĐỐI VỚI NHÀ ĐẦU TƯ THAM DỰ QUÁ TRÌNH LỰA CHỌN DANH SÁCH NGẮN
1. Nhà đầu tư quan tâm cung cấp các thông tin bao gồm:
- Nhà đầu tư nộp hồ sơ lựa chọn danh sách ngắn, bao gồm: Hồ sơ về tư cách pháp lý; năng lực tương ứng với thông tin dự án nêu tại Mục I Thông báo này; thông tin liên lạc của nhà đầu tư.
- Số lượng hồ sơ: 01 bản gốc và 03 bản chụp và 01 USB chứa bản scan toàn bộ hồ sơ tham gia lựa chọn danh sách ngắn của Nhà đầu tư.
2. Thời điểm hết hạn đăng ký: 10 ngày kể từ ngày phát hành thông báo mời lựa chọn danh sách ngắn trên báo đấu thầu (thời gian tiếp nhận hồ sơ từ 8h00 đến 17h00 hàng ngày).

4. Thông báo mời tham gia lựa chọn danh sách ngắn được phát hành bằng Tiếng Việt và Tiếng Anh, trong trường hợp có sự sai khác giữa các ngôn ngữ, bản tiếng Việt sẽ được ưu tiên áp dụng.
5. Hình thức lựa chọn nhà đầu tư:
Áp dụng hình thức đàm phán cạnh tranh theo quy định tại khoản 2 và khoản 3 Điều 38 của Luật PPP, bên mời thầu lựa chọn 03 nhà đầu tư vào danh sách ngắn để mời tham gia đấu thầu. Tiêu chí lựa chọn nhà đầu tư vào danh sách ngắn để mời tham gia đấu thầu là Nhà đầu tư được đánh giá là hợp lệ và có đủ vốn chủ sở hữu tối thiểu nhà đầu tư phải thu xếp cho dự án (theo phụ lục 01 đính kèm).
Trường hợp có từ bốn (04) nhà đầu tư trở lên đáp ứng tiêu chí vốn chủ sở hữu tối thiểu thì nhà đầu tư có kinh nghiệm thực hiện dự án tương tự được ưu tiên xem xét lựa chọn vào danh sách ngắn. Tiêu chí về kinh nghiệm thực hiện dự án tương tự (theo phụ lục 02 đính kèm).
Trường hợp có từ bốn (04) nhà đầu tư trở lên đáp ứng tiêu chí vốn chủ sở hữu tối thiểu và kinh nghiệm thực hiện dự án tương tự thì nhà đầu tư có tổng vốn chủ sở hữu lớn hơn được lựa chọn vào danh sách ngắn.
Bên mời thầu sẽ lựa chọn nhà đầu tư vào danh sách ngắn theo tiêu chí loại dần, chọn từ nhà đầu tư có tính đáp ứng từ cao xuống thấp, đảm bảo lựa chọn được 03 nhà đầu tư vào danh sách ngắn.
Bên mời thầu mời các nhà đầu tư trong danh sách ngắn trao đổi, đàm phán về nội dung hồ sơ mời thầu theo quy định tại khoản 4 Điều 38 của Nghị định số 243/2025/NĐ-CP ngày 11/9/2025 của Chính Phủ Quy định chi tiết một số điều của Luật Đầu tư theo phương thức đối tác công tư.

NOTICE Of Invitation for Shortlisting Project: Hanoi Environmental Remediation and Waste-to-Energy Project
Respectfully to: Interested Investors
The Department of Agriculture and Environment of Hanoi hereby invites interested investors to register for participation in the shortlist selection for the "Hanoi Environmental Remediation and Waste-to-Energy Project". Details are as follows:
I. Preliminary Project Information
1. Investment Objectives: To treat daily municipal solid waste, aged landfilled waste from the Nam Son Solid Waste Treatment Complex, and sludge for power generation utilizing waste heat, in compliance with current environmental standards and regulations; to restore and improve the environment of the existing landfill site; to bring significant socio-economic benefits; to improve the environmental conditions of the Soc Son area—particularly by mitigating odor pollution that affects public health; and to facilitate investment attraction and local socio-economic development.
2. Proposed Project Scale
2.1. Proposed Project Scale:
- Construction of a waste-to-energy power plant with a daily processing capacity of 2,400 tons/day, specifically including:
+Daily processing of 2,250 tons of solid waste, of which: (i) During the 2030-2040 period: process 1,500 tons of daily municipal solid waste and 750 tons of landfilled waste (as input waste volume); (ii) Post-2040: process 2,250 tons of daily municipal solid waste.
+ Daily processing of 150 tons of dried sludge (from the sludge drying system).
+ Associated installed power generation capacity of approximately 60 Megawatts (MW) (installed capacity).
- Construction of a sludge drying system with a daily processing capacity of 600 tons. The resulting 150 tons of dried sludge (with approximately 40% moisture content) will be fed into the incinerator along with the waste.
- Construction of power transmission lines connecting to the national grid, raw water intake pipeline(s), and related auxiliary facilities.
2.2. Technical Requirements:
- Municipal solid waste treatment: Utilize grate incineration power generation technology to treat unsorted municipal solid waste and dried sludge. This technology offers high incineration efficiency and convenient operation and maintenance. Fly ash will be landfilled at locations designated by the state management agency after solidification, or treated by other methods in accordance with legal regulations.
- Sludge Treatment: Utilize a sludge drying method. The dried sludge will be fed into the incinerator along with solid waste for incineration.
- Flue Gas, Wastewater, and Solid Residue from Incineration Treatment: Utilize treatment technologies that comply with environmental legal standards and regulations.
- Technology Selection: Select advanced, modern technology that meets environmental standards and regulatory requirements.
3. Project Implementation Location:
The project is located in the Northern area of Phase 2 of the Soc Son Solid Waste Treatment Complex, Soc Son District, Hanoi. The location includes plots numbered 3.1, 3.2, 4, 5, and internal roads with widths of B=9.5m and B=11.0m.
4. Estimated Project Implementation Timeline:
- Preparation of Pre-Feasibility Study Report, Appraisal, Approval, and Ratification of Investment Policy: Q3/2024 - Q2/2025.
- Selection of Investor via Competitive Negotiation: Q2/2025 - Q4/2025.
- Successful Investor Completes Legal Procedures: Q4/2025 - Q4/2026 (Prepare and appraise feasibility study report, approve project; complete land and other related procedures; sign contract).
- Project Investment and Construction: Q1/2027 - Q1/2029.
- Trial Operation: Q2/2029 - Q3/2029.
- Commercial Operation Date (COD): Q4/2029.

6. Estimated Land Use Demand: Approximately 12.46 hectares (124,580 m²).

9. Preliminary Project Financial Plan:
9.1. Funds to be mobilized by the Investor or the PPP Project Enterprise: VND 7,531,847,124,000 (In words: Seven trillion, five hundred and thirty-one billion, eight hundred and forty-seven million, one hundred and twenty-four thousand Vietnamese Dong), equivalent to approximately USD 310,438,000 (In words: Three hundred ten million, four hundred thirty-eight thousand US Dollars). Of which:
- Equity Capital: 20%.
- Loans and other lawful funding sources: 80%.
9.2. State Capital in the Project:
- This project does not use state capital for investment.
- Payment method to the Investor: The Hanoi People's Committee shall ensure and manage the supply of municipal solid waste (municipal solid waste and sludge) to enable the project to operate at the approved capacity, and shall make payments to the PPP Project Enterprise from the city’s recurrent expenditure budget, pursuant to the regulations stipulated in Decision No. 31/2020/QD-UBND of the Hanoi People's Committee, dated November 30, 2020, stipulating the assignment, entrustment, ordering, and bidding for the provision of public products and services funded by the State budget from Hanoi City’s recurrent expenditure.
10. Investment Incentives and Guarantee:
The Investor shall be entitled to investment incentives in accordance with current legal regulations and shall carry out the relevant incentive procedures with the competent State authority.
11. Revenue Increase/Decrease Sharing Mechanism (if any):
- Revenue Increase Sharing Mechanism: Implemented in accordance with Clause 1, Article 82 of the Law on Public-Private Partnership Investment.
- Revenue Decrease Sharing Mechanism: The revenue decrease sharing mechanism stipulated in Clause 2, Article 82 of the Law on Public-Private Partnership Investment is not applicable.
12. Method of Investor Selection: Competitive Negotiation.
- Timeline for Investor Selection: Q2/2025 - Q4/2025.
II. Guidelines for Investors Participating in the Shortlist Selection Process
1. Interested investors are required to provide the following documents:
- Investors shall submit shortlisting dossiers, including: Legal eligibility documents; capacity documents corresponding to the project information described in Part I of this Notice; and the investor's contact information.
- Dossiers number requirement: One original, three copies, and 01 USB containing the scanned version of the complete dossier for participation in the shortlist selection of the Investor
2. Deadline for Submission of Application Dossiers: Within 10 days from the date the Notice of Invitation for Shortlisting is issued on the Bidding Newspaper. (Document reception hours: 8:00 to 17:00 daily).

4. The Notice of Invitation for shortlisting for this project is issued in both English and Vietnamese. In case of any discrepancy between the English and Vietnamese versions, the Vietnamese version shall prevail.
5. Method for Selecting Investors:
The method of competitive negotiation shall be applied in accordance with Clauses 2 and 3, Article 38 of the Law on Public-Private Partnership Investment, Procuring Entity shall select three (03) Investors for the shortlist and invite them to participate in the bidding. The criteria for shortlisting Investors are: the Investors are assessed as eligible and have sufficient minimum equity capital that the Investor is required to arrange for the Project (as specified in Appendix 01 attached hereto)
Should four (04) Investors or more satisfy the minimum equity capital requirement, those with experience in implementing similar projects shall be given priority for consideration and inclusion in the shortlist. The criteria for assessing similar project experience are provided in Appendix 02 attached hereto.
Should four (04) or more Investors satisfy both the minimum equity capital requirement and the similar project implementation experience requirement to the same extent, those with the greater total equity capital shall be selected for the shortlist.
Procuring Entity shall apply a gradual elimination method, selecting Investors based on their level of compliance from highest to lowest, to ensure the selection of exactly three (03) Investors for the shortlist.
Procuring Entity shall invite shortlisted Investors for exchange and negotiation on the contents of the bidding dossier, in accordance with Clause 4, Article 38 of Government Decree No. 243/2025/ND-CP dated September 11, 2025, detailing a number of articles of the Law on Public-Private Partnership Investment.
Participating investors shall shall provide additional documents upon request of the Procuring Entity.
