1. Thông tin chung
Là một tổ chức trực thuộc Nhà nước Liên bang, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH hỗ trợ Chính phủ Đức trong lĩnh vực hợp tác quốc tế nhằm đạt được các mục tiêu hướng tới phát triển bền vững. Thay mặt Chính phủ Đức, GIZ hiện đang phối hợp với Chính phủ Việt Nam thực hiện các dự án hợp tác kĩ thuật trong bốn lĩnh vực ưu tiên: (1) Đào tạo nghề; (2) Môi trường; (3) Năng lượng và (4) Phát triển kinh tế bền vững. Dự án “Thúc đẩy quá trình chuyển đổi ngành năng lượng tại Việt Nam” (TEV) do Bộ Hợp tác và Phát triển Kinh tế Liên bang Đức (BMZ) tài trợ, nhằm thúc đẩy phát triển chiến lược chuyển đổi năng lượng chính trị dài hạn, bao gồm các nguyên tắc cơ bản về pháp lý và quy định, cũng như chuyển giao kiến thức công nghệ cho Bộ Công Thương (cụ thể: Cục Điều tiết điện lực và Cục Điện lực và Năng lượng tái tạo).
Phù hợp với các hoạt động đã thống nhất trong khuôn khổ Dự án TEV, GIZ sẽ hỗ trợ cung cấp trang thiết bị văn phòng nhằm phục vụ công tác quản lý và vận hành của Ban Quản lý Dự án TEV của Cục Điện lực. Theo đó, Văn phòng GIZ tại Hà Nội, với vai trò là đơn vị ký kết hợp đồng và thay mặt Dự án TEV, đang tiến hành gói thầu chào hàng cạnh tranh cho hạng mục “Cung cấp Trang thiết bị IT Văn phòng” tại Việt Nam.
Các thiết bị sẽ được bàn giao như sau:
· Địa điểm giao hàng: Văn phòng Cục Điện lực, 23 Ngô Quyền, Hoàn Kiếm, Hà Nội.
Ngày giao hàng: Vui lòng thông báo thời gian giao hàng sớm nhất có thể sau khi đặt hàng.
· Thanh toán: Thanh toán sau khi nhận hàng hoặc có thể đàm phán.
2. Yêu cầu đối với nhà thầu
a. Có giấy phép đăng ký kinh doanh
b. Doanh thu bình quân hàng năm trong ba năm tài chính gần nhất
Tối thiểu: 900,000,000 VND
c. Số lượng nhân viên và quản lý bình quân trong ba năm gần nhất
Tối thiểu: 5 người
d. Đánh giá kinh nghiệm kỹ thuật dựa trên các dự án đã được thực hiện bởi nhà thầu có giá trị tối thiểu là 250,000,000 VND và thỏa mãn các tiêu chí sau:
đã thực hiện ít nhất 1 dự án trong lĩnh vực kỹ thuật về cung cấp thiết bị IT văn phòng;
· đã thực hiện ít nhất 1 dự án tại Việt Nam trong 5 năm gần nhất (giai đoạn từ tháng 9 năm 2020 đến tháng 9 năm 2025);
3. Yêu cầu hồ sơ năng lực
Các nhà thầu chuẩn bị hồ sơ năng lực bằng tiếng Anh:
a. Thư bày tỏ quan tâm (có chữ ký của Giám đốc hoặc người được ủy quyền và đóng dấu công ty).
b. Báo cáo tài chính đã được kiểm toán của 03 năm gần nhất. Các thông tin quan trọng trong báo cáo tài chính đã được kiểm toán hoặc trong báo cáo thuế hàng năm phải được dịch sang tiếng Anh nếu tài liệu bằng tiếng Việt.
e. Hồ sơ công ty và kinh nghiệm chuyên môn, bao gồm Giấy phép kinh doanh (đối với doanh nghiệp) hoặc Quyết định thành lập (đối với hiệp hội); Giấy/Chứng nhận ủy quyền của nhà sản xuất (đối với nhà thầu thương mại); tài liệu chứng minh năng lực sản xuất (đối với nhà thầu là nhà sản xuất); Đăng ký mã số thuế; sơ đồ tổ chức; Thỏa thuận liên danh và đề cử công ty đứng đầu liên danh (nếu có ít nhất 02 đơn vị cùng tham gia); kinh nghiệm/bản sao hợp đồng tương tự liên quan đến gói thầu này.
f. Đề xuất kỹ thuật: Phải phù hợp với các yêu cầu được nêu trong phần Mô tả kỹ thuật.
g. Đề xuất tài chính: Tính toán chi phí tài chính chính xác dựa trên các yêu cầu định lượng đã nêu trong phần Mô tả kỹ thuật.
Chi phí chuẩn bị hồ sơ dự thầu: Không có bất kỳ khoản thù lao nào cho việc chuẩn bị hồ sơ dự thầu và các tài liệu kèm theo.
4. Cách thức nộp hồ sơ
Hồ sơ thầu phải được gửi đến địa chỉ email VN_PoG_Quotation@giz.de. Hồ sơ thầu bao gồm: hồ sơ đánh giá năng lực; đề xuất kỹ thuật; và đề xuất tài chính (báo giá), và phải được nộp thành 3 tệp tài liệu riêng biệt dưới dạng pdf cho mỗi phần trong một email hoặc trong 3 email riêng biệt với tiêu đề như sau:
· 91190744 - Eligibility Documents - Tên nhà thầu (đối với Hồ sơ đánh giá năng lực)
91190744 - Technical Offer - Tên nhà thầu (đối với Đề xuất kĩ thuật)
· 91190744 - Financial Offer - Tên nhà thầu (đối với Đề xuất tài chính / Báo giá)
Vì lý do bảo vệ dữ liệu và bảo mật thông tin, trong trường hợp tổng dung lượng của các tệp tài liệu dưới 10 MB, nhà thầu có thể đính kèm trực tiếp vào email gửi cho chúng tôi. Trong trường hợp tổng dung lượng của các tài liệu trên 10 MB, các tệp phải được gửi qua hệ thống truyền tệp của GIZ. Chúng tôi sẽ cung cấp hướng dẫn cách thức chuyển file cho những nhà thầu quan tâm. Nhà thầu cần phải ghi lại mật khẩu khi truyền tệp và gửi mật khẩu chính xác cho GIZ. Sai mật khẩu có thể dẫn đến việc hồ sơ thầu bị loại.
5. Thời hạn:
· Các nhà thầu quan tâm có thể liên hệ với GIZ (trước ngày 08/10/2025) qua địa chỉ email question-from-bidder-pog-vn@giz.de để được nhận bộ mẫu hồ sơ mời thầu hoàn chỉnh, bao gồm:
· Trong trường hợp có câu hỏi liên quan đến gói thầu, xin gửi trực tiếp tới địa chỉ email question-from-bidder-pog-vn@giz.de trước ngày 12/10/2025.
· Nhà thầu gửi bộ hồ sơ dự thầu hoàn chỉnh tới địa chỉ email VN_PoG_Quotation@giz.de, chậm nhất vào ngày 19/10/2025, 17h00 (giờ Hà Nội)
6. Lưu ý
· Hồ sơ dự thầu gửi sai địa chỉ email sẽ bị loại.
Việc gửi tài liệu đến sai địa chỉ email sẽ dẫn đến việc LCFs bị loại
Hồ sơ dự thầu nộp muộn hơn thời hạn đã thông báo sẽ bị loại.
· Trong trường hợp tổng dung lượng hồ sơ dự thầu của bạn dưới 10 MB, bạn có thể đính kèm trực tiếp trong email gửi cho chúng tôi. Trong trường hợp tổng dung lượng hồ sơ dự thầu của bạn vượt quá 10 MB, các tệp phải được gửi qua hệ thống chia sẻ tệp (filetransfer) của GIZ. Hướng dẫn sử dụng hệ thống filetransfer sẽ được cung cấp. Các tệp gửi qua các ứng dụng/hệ thống khác như Google Drive, Dropbox… sẽ không được chấp nhận.
GIZ có nghĩa vụ đảm bảo tính bảo mật thông tin của tất cả hồ sơ dự thầu được gửi đến!

1. Background
As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environmental, (3) Energy, and (4) Sustainable Economic Development. The project “Promoting the transition of the energy sector in Viet Nam” (TEV) funded by German Federal Ministry for Economic Cooperation and Development (BMZ), to foster the development of a long-term political energy transition strategy, including legal and regulatory fundamentals, as well as the transfer of technological knowledge to MOIT (i.e., ERAV and EREA).
In line with the agreed activities under the TEV Project, GIZ will provide office equipment to support the management and operation of the TEV Project Management Unit. Accordingly, the GIZ Office Hanoi, as the contracting party and on behalf of the TEV Project, is conducting a negotiated tender for the “Provision of IT Office Equipment” in Vietnam.
The equipment shall be delivered as follows:
· Place of delivery: Electricity Authority of Viet Nam office, 23 Ngo Quyen, Hoan Kiem, Ha Noi
· Delivery time: Please indicate your shortest delivery time after order placement
· Payment: Payment after receipt of goods or to be negotiated
2. Requirements for bidder
a. Commercial register entry
b. Average annual turnover for the last three financial years
At least: 900,000,000 VND
c. Average number of employees and managers for the past three calendar years
At least: 5 persons
d. Technical experience assessment is based on reference projects that were conducted by bidder with a minimum value of 250,000,000 VND to satisfy the folowing:
· at least 1 reference project in the technical field about supplying office equipment
· at least 1 reference project in Viet Nam in the last 5 years (period September 2020-September 2025)
3. Interested companies are requested to prepare the following documents:
a. Letter of interest (with Director’s or authorised person’s signature and company stamp).
b. Financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be brieftly translated into English if documents are in Vietnamese.
c. Company profile and technical experience, incl. Business license (for firm) or Decision of establishment (for association); Tax code registration; organisational chart; consortium agreement and nomination of consortium leading firm (if at least 02 entities join the assignment); similar experience/copy of contracts related to this assignment.
d. Technical proposal: must correspond to the requirements of the Technical Specifications.
e. Financial proposal: Calculate your financial bid exactly in line with the Quantitative requirements specified in the Technical Specifications.
Cost of preparing the bid: No remuneration will be granted for the preparation of the bid and the documents to be attached thereto.
4. Method of bid submission
The complete tender dossier is to be sent only by email to VN_PoG_Quotation@giz.de. We request you to submit the eligibility documents, technical proposal and price quotation in 3 separate files in pdf format (either in 1 email or 3 separate emails) with email subject or file name as follows:

· 91190744 – Technical Offer – Company name
· 91190744 – Financial proposal – Company name
For data protection and information security reason, in case the total size of your documents is below 10 MB, you can attach them directly in the email sent to us. In case the total size of your documents is above 10 MB, the files must be sent via GIZ filetransfer system. We will provide guidance on how to use filetransfer to interested suppliers. Bidders are required to record the password on filestransfer and send the correct ones to GIZ. Wrong passwords could lead to bidding failure.
5. Deadlines
· Interested bidders can contact GIZ (before 08/10/2025 ) via email to Question-from-bidder-pog-vn@giz.de to receive a complete tender dossier.
· For questions about the tender, please send to the email question-from-bidder-pog-vn@giz.de before 12/10/2025.
· Bidder shall send the complete bidding documents by email to VN_PoG_Quotation@giz.de by 19/10/2025, 17.00 (Hanoi time). When submitting bidding documents for this tender, the bidder declares that she/he has read, understood, accepted and agreed with all information and conditions listed in the provided tender dossier.
6. Notes
· Sending documents to wrong email address will lead to disqualification of the supplier.
· Sending documents to wrong email address will lead to disqualification of the LCFs.
· For data protection and information security reason: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ filetransfer system. Guidance on how to use filetransfer will be provided. Files sent via other applications/systems such as Google drive, dropbox…will not be Bids sending after the deadline will be disqualified.
GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s) during the tender process!
