Investment objectives: Invest in the construction of Kim Duc and Phuong Lau urban housing area in order to form a new urban housing complex that is synchronous in terms of technical infrastructure works, a part of social and housing infrastructure works. Architectural works, technical infrastructure works, social infrastructure works combine with neighboring areas will build a spacious and modern new urban housing area, ensuring landscape architecture and regional environment. Also, this will be considered as a basis for state management agencies to manage land use planning and construction planning towards sustainable development. - Gradually completing the housing targets in Yen Lap district under the Housing Development Program of Phu Tho province to 2020 and orientations to 2030. Also, improveing the criterias according to urban standards of type specified in Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee on urban classification.

Invest in building a rough house with finished exterior housing divided into adjacent lots, including 1.633 lots, with a land area of 166.965,90 m2, a floor area of 540.349 m2. The average construction density is 82,53%; High-rise building 4 floors. Invest in building a rough house with finished exterior of the villa, including 151 lots, with a land area of 35.995,70 m2, a floor area of 70.649 m2. Average construction density 65,38%; 3 storey building high. Investment in construction of commercial and service works with land area of 39.593,3 m2, floor area 123,075 m2. Average construction density 65,5%; 5 storey high building. Investment in construction of public works with a land area of 24.072,3 m2, floor area of 37.239 m2. Construction density 40%; 1-5 storey high-rise building. Invest in building educational works with land area of 26.739,8 m2, floor area 43.466 m2. Construction density 40%; 3-5 storey high-rise building. Social housing works with the symbol XH and mixed works with the symbol HH: The Investor will be selected in accordance with current laws and regulations after the Investor builds commercial housing, completes the site clearance, invests in the complete construction of the technical infrastructure system, ensures the connection with the technical infrastructure outside the land.
