2. Bidder's qualification requirements
2.1 Bidder's basic qualification requirements
2.1.1 The bidder shall be an enterprise registered in Vietnam, with the qualification to independently conclude contracts and the corresponding performance capacity.
2.1.2 The bidder shall be in sound operating condition, and shall not be in a state of being ordered to suspend production or business operation, having its assets taken over, frozen or being bankrupt which may result in the inability to perform the contract after winning the bid.
2.1.3 In the recent 36 months (counting backward from the bid submission deadline), the bidder shall have no record of obtaining the bid by fraud, serious breach of contract or having any contract terminated due to its own fault.
2.2 Bidder’s specific qualification requirements 2.2.1 The Team Leader shall possess a valid relevant professional practicing qualification certificate in Vietnam.- ACCA, Vietnamese CPA, Certified Vietnamese tax practitioner, Australian CPA（At least one of the above certificates is required.）
2.2.2 Within the latest 5 years (retroactively counted from the contract signing date to the bid closing date), the Bidder shall have provided Tax Audit or Financial Services to no less than 3 Vietnamese enterprises.
2.2.3 Joint bidding is not permitted for this tender package.
