1. The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the Binh Duong Province’s Water Environment Improvement Project in Ho Chi Minh City and intends to apply part of the proceeds toward payments under the contract for Package BDCW-09: Construction of Tan Uyen 2 Wastewater Treatment Plant with a Phase 1 capacity of 20,000 m³/day.
2. The Ho Chi Minh City Urban Infrastructure Construction Investment Projects Management Unit (“the Employer/PMU”), under the People's Committee of Ho Chi Minh City is inviting potential eligible bidders to participate in an Early Market Engagement (EME) workshop regarding the upcoming procurement opportunity for the above-mentioned contract. The contract is expected to be procured in accordance with the World Bank’s Procurement Regulations for IPF Borrowers using an international market approach and Request for Bids (RFB) method.
3. The proposed contract is expected to include the following key components:
· Construction of a centralized WasteWater Treatment Plant (WWTP) of capacity 20,000 m³/day;
· Technical construction design for the WWTP have already been finalized.
· Environmental and social requirements will comply with the World Bank’s Environmental and Social Framework (ESF);
· The contract is expected to be completed in about 30 months.
4. The Early Market Engagement (EME) process is intended to:
· Inform the market of the upcoming procurement opportunity;
· Promote broad and effective competition among qualified and capable bidders;
· Facilitate better understanding of the Employer’s procurement and technical requirements;
· Obtain feedback from potential bidders regarding technical requirements, procurement arrangements, risk allocation, implementation schedule, and other relevant aspects; and
· Enhance awareness of the World Bank’s requirements related to environmental and social aspects, as well as fraud and corruption prevention.
Please note that this invitation is not a call for bids or prequalification. Participation in the EME process is voluntary, non-binding, and will not confer any advantage or preferential treatment in any subsequent procurement process.
5. A hybrid Early Market Engagement (EME) Workshop is planned to be held on Friday, June 18, 2026 from 13:00 PM to 17:00 PM (Ha Noi time). The event will provide an overview of the proposed procurement approach, key technical and commercial considerations, implementation requirements, and expected procurement timeline. Participants will also have the opportunity to provide comments and feedback during the workshop, based on which, the Employer/PMU will finalize the Bidding Documents accordingly. 6. Registration is required for participation in the Early Market Engagement (EME) Workshop. Interested bidders are requested to complete the online registration form through this LINK no later than June 15, 2026 (COB) GMT +7:00/ Ha Noi time.
7. Following registration, interested bidders may be requested to complete a Request for Information (RFI) Form (please CLICK HERE to download the form) to provide additional information regarding relevant experience, technical capability, financial capacity, construction equipment, ESHS management systems, and other related matters relevant to the proposed contract. 9. It is further noted that:
· All information shared through the RFI process or during the EME Workshop will be treated confidentially and used solely for market assessment and procurement planning purposes;
· Participation in the EME process will not influence the evaluation of bids in the actual procurement process; and
· The Employer/PMU reserves the right to consider, adapt, or disregard any feedback received during the EME process when finalizing the procurement strategy and bidding documents.
