Project's investment objectives: Invest and construct social housing area for sale and for hire (a maximum of 80% for selling, a minimum of 20% for hire) in order to actualizing targets on social housing development, according to Decision no. 185/QD-UBND issued by Hai Phong People’s Committee on 2020, 2025 and 2030; Resolution no. 04/NQ-HĐND issed by the City People’s Council on April 12, 2022 on social housing construction project in combination with handling housing issues for residents at old residential areas of the city. - Ensure goals of housing development in Ngo Quyen District, meeting residential demands, particularly inhabitants living in old apartments at Ngo Quyen and Hong Bang districts, and environment for landscapes creation in existing urban residential areas; encouraging dwellers to use housing apartments, upgrading land use efficiency, saving urban land fund and services provision to residential life.
Scale of the project investment: Social housing area: 53,913m2, consisting of 10 blocks of 15-storey apartment buildings, a construction density of around 48% at NOCT-1, NOCT-2, NOCT-3; a total floor area estimated about 340,952m2, a total of about 4,456 apartments. Commercial housing area: 13,063m2, with a scale of about 163 flats, in a height of 07 storeys, a construction density of around 98%; a total floor area estimated about 90,420m2. Technical infrastructure on a land of 16.91ha (including on-site resettlement area of 8,100m2) with items: roads, water supply, drainage, electricity supply, lighting, fire protection and rescue, gardens and green trees, etc. connecting with technical infrastructure systems and social infrastructures of neighbouring residential areas.

Summary of the basic requirements of the project: Supporting cost of compensation, site clearance, and infrastructure construction of resettlement area on an area of 8,100m2 and not getting included these costs in selling price of social housing. After completion, doing hand-over to the City People’s Committee for management and usage. It must deduct levy of entire land use for the land area of commercial housing construction (after deducting ground clearance expenses allocated to this land area) according to the approved planning and profits from selling the project’s commercial housing (not less than 10% of investment value of the commercial housing construction) to cover costs of social housing construction investment in order to reducing costs of social housing apartments. Only charging up to 01% regarding other reasonable expenses. After completing construction of infrastructure system around land plots which get planned to build social infrastructure works, the investor hands over it to the City.
Investment duration and schedule: Timeframe of the project implementation: 50 years since the date when the City People’s Committee allocates the land. - The project progress: + Progress of capital contribution and capital sources mobilization: following the project implementation progress. + Progress in the project’s main operational objectives implementation: deploying investment in the project’s work items construction and put the project into operation within 02 years from the date issuing land allocation decision by the competent authority
Project location: Land in the blocks A-17 and A-18 in the detailed planning adjustment project at a scale of 1/2000 of Ngo Quyen District by 2025, May Chai and Cau Tre Wards, Ngo Quyen District, Hai Phong City.
Land area: The land getting tentatively planned is about 16.91 ha
Land use's purpose: To construct social housing, commercial housing (to offset investment costs, contributing to reducing selling price, rental price, renting – selling social housing, and reducing costs of social housing management and operation services after investment) and synchronous technical infrastructure works
Approved planning criteria: According to the Decision No. 927/QD-UBND on 29th March 2022; Decision No. 1715/QĐ-UBND on 09th June 2022 issued by Hai Phong People’s Committee approving the local second adjustment of the planning of a part of the blocks A-17, A-18 with the detail ratio 1/2000 of Ngo Quyen District by 2025 in the Depot 3 Lac Vien, Ngo Quyen District, Hai Phong City
