1. Background
As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ provides advisory services to the Vietnamese Government in four priority areas: (1) Vocational training, (2) Environmental, (3) Energy, and (4) Sustainable Economic Development. The Agri-Photovoltaics for Rural Areas (APV) project in Vietnam aims to lay the groundwork for developing APV models in the country. APV combines agricultural production and solar panels on agricultural land. These efforts support Vietnam’s goal of achieving sustainable, low-emission agricultural transformation and contribute to the country's renewable energy development goals, as well as to the government’s commitments to climate change adaptation programmes and Net Zero targets by 2030 and 2050.
For enhancing the capacity for planning and technical knowledge of relevant stakeholders for APV development on agricultural land in Vietnamese farming systems, in gender-equality promoting manner and enhancing income for farmers, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Agriculture Projects Management Board (APMB)/ Ministry of Agriculture and Environment (MAE) are jointly implementing APV project. It includes five outputs: (i) Assessment of current status and potential for Agri-Photovoltaics development in Vietnam; (ii) Consulting on suitable models and strategy for Agri-Photovoltaics development in Vietnam; (iii) Enhancing capacities for relevant actors, including women and vulnerable groups, for the operation of farmer-friendly APV and (iv) mobilization additional resources for development of APV in Viet Nam and (v) project management.
The GIZ Office Hanoi as the contracting party, on behalf of the APV project, is conducting an open tender to look for qualified Local Consulting Firm (LCF) to implement the assignment.
Tentative duration: from 01 September 2025 until 31 March 2026
Place of assignment: in Vietnam with following milestons

2. Requirements for the LCF
a. Commercial register entry
b. Average annual turnover for the last three financial years
At least: 64000 EUR
c. Average number of employees and managers for the past three calendar years
At least: 05 persons
d. Technical experience assessment is based on reference projects that were conducted by LCF with a minimum value of 2000 EUR to satisfy the following:
· Having at least 01 reference project in assessment on agriculture, land use or renewable energy
- Having at least 01 reference project in Vietnam in the last 36 months
- Having 05 years experiences in the renewable power in combination agriculture sector in Vietnam
- Have a good understanding of the Vietnam solar power and agriculture sector: summarized technical report, technical review papers …
- Having 03 years experiences in cooperating with international institutions on assignments in the field of implementation of ODA projects: 2 project implementations
- Having 02 years experiences in cooperating with relevant ministries, local authorities/agencies
3. Interested LFCs are requested to prepare the following documents:
a. Letter of interest (with Director’s or authorised person’s signature and company stamp).
b. Financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be brieftly translated into English if documents are in Vietnamese.
c. LCF profile and technical experience, incl. Business license (for firm) or Decision of establishment (for association); Tax code registration; organisational chart; consortium agreement and nomination of consortium leading firm (if at least 02 entities join the assignment); similar experience/copy of contracts related to this assignment.
- d. Technical proposal: must correspond to the structure of the Terms of reference (ToRs)
e. Financial proposal: Calculate your financial bid exactly in line with the Quantitative requirements specified in the TOR.
Cost of preparing the bid: No remuneration will be granted for the preparation of the bid and the documents to be attached thereto.
4. Method of bid submission
LCFs send Bid documents to VN_PoS_Quotation@giz.de before 5 PM (Hanoi time) on 17.08.2025 with email subject: “Tender 83493594-Bid document-Company name”.

2. Related questions to be sent to Question-from-bidder-PoS-VN@giz.de before 10.08.2025.
3. Bid documents to be sent to VN_PoS_Quotation@giz.de before 5 PM on 17.08.2025. When submitting bidding documents for this tender, the bidder declares that she/he has read, understood, accepted and agreed with all information and conditions listed in the provided tender dossier.
4. Sending documents to wrong email address will lead to disqualification of the LCFs.
5. For data protection and information security reason: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ filetransfer system. Guidance on how to use filetransfer will be provided. Files sent via other applications/systems such as Google drive, dropbox…will not be accepted.

1. Thông tin chung

Dự án Nông nghiệp Kết hợp Điện Mặt trời cho Khu vực Nông thôn (APV) tại Việt Nam nhằm đặt nền móng cho việc phát triển các mô hình APV trong nước. APV kết hợp sản xuất nông nghiệp và lắp đặt các tấm pin mặt trời trên đất nông nghiệp. Những nỗ lực này hỗ trợ mục tiêu của Việt Nam trong việc thực hiện chuyển đổi nông nghiệp bền vững, phát thải thấp và đóng góp vào các mục tiêu phát triển năng lượng tái tạo của quốc gia, cũng như cam kết của Chính phủ đối với các chương trình thích ứng biến đổi khí hậu và mục tiêu phát thải ròng bằng không (Net Zero) vào năm 2030 và 2050.
Để tăng cường năng lực lập kế hoạch và kiến thức kỹ thuật cho các bên liên quan liên quan đến phát triển APV trên đất nông nghiệp trong hệ thống canh tác của Việt Nam, theo hướng thúc đẩy bình đẳng giới và nâng cao thu nhập cho nông dân, Tổ chức Hợp tác Phát triển Đức (GIZ) và Ban Quản lý các Dự án Nông nghiệp (APMB)/Bộ Nông nghiệp và Môi trường (MAE) phối hợp triển khai Dự án APV. Dự án gồm năm hợp phần chính: (i) Đánh giá hiện trạng và tiềm năng phát triển Nông nghiệp Kết hợp Điện mặt trời tại Việt Nam; (ii) Tư vấn các mô hình phù hợp và chiến lược phát triển Nông nghiệp Kết hợp Điện mặt trời tại Việt Nam; (iii) Tăng cường năng lực cho các đối tác liên quan, bao gồm phụ nữ và nhóm dễ bị tổn thương, để vận hành các hệ thống APV thân thiện với nông dân; (iv) Huy động thêm nguồn lực để phát triển APV tại Việt Nam; và (v) Quản lý dự án.
Văn phòng GIZ Hà Nội, với tư cách bên mời thầu, thay mặt dự án APV tại Việt Nam, tổ chức gói thầu 83493594 để tìm kiếm Đơn vị tư vấn địa phương (LCF) đủ năng lực triển khai nhiệm vụ này.
- Thời gian dự kiến: từ 01/09/2025 đến 31/03/2026
- Địa điểm thực hiện: tại Việt Nam, với các mốc chính:
- Nhiệm vụ 1: Nộp báo cáo khởi động (dự thảo)
- Nhiệm vụ 2: Bộ câu hỏi được phê duyệt
- Nhiệm vụ 3: Thu thập dữ liệu, xác nhận và kiểm tra chất lượng dữ liệu đầy đủ
- Nhiệm vụ 4: Phân tích dữ liệu, báo cáo dự thảo lần 1, thuyết trình trao đổi nội bộ
- Nhiệm vụ 5: Nộp báo cáo cuối cùng
2. Yêu cầu đối với công ty/tổ chức tham gia thầu (LCF)
a. Đăng ký kinh doanh hợp lệ
b. Doanh thu trung bình hàng năm trong 3 năm tài chính gần nhất tối thiểu 64000 EUR c. Số lượng nhân sự và quản lý trung bình trong 3 năm gần nhất ít nhất 05 người d. Kinh nghiệm kỹ thuật được đánh giá dựa trên các dự án tham chiếu có giá trị tối thiểu 2000 EUR, đáp ứng các tiêu chí:
- Ít nhất 01 dự án tham chiếu về đánh giá nông nghiệp, sử dụng đất hoặc năng lượng tái tạo
- Ít nhất 01 dự án tham chiếu tại Việt Nam trong 36 tháng gần nhất
- Có 05 năm kinh nghiệm trong lĩnh vực năng lượng tái tạo kết hợp nông nghiệp tại Việt Nam
- Hiểu rõ ngành năng lượng mặt trời và nông nghiệp tại Việt Nam: báo cáo kỹ thuật, bài đánh giá kỹ thuật…
- Có 03 năm kinh nghiệm hợp tác với các tổ chức quốc tế trong triển khai dự án ODA (ít nhất 2 dự án)
- Có 02 năm kinh nghiệm hợp tác với các bộ, ngành, chính quyền/ cơ quan địa phương liên quan
3. Hồ sơ LCF quan tâm cần chuẩn bị
a. Thư bày tỏ quan tâm (có chữ ký của Giám đốc hoặc người được ủy quyền và đóng dấu công ty)
b. Báo cáo tài chính 03 năm gần nhất. Các thông tin quan trọng trong báo cáo tài chính đã kiểm toán hoặc báo cáo thuế hàng năm cần dịch tóm tắt sang tiếng Anh nếu hồ sơ gốc bằng tiếng Việt
c. Hồ sơ năng lực và kinh nghiệm kỹ thuật của LCF, gồm: Giấy phép kinh doanh (đối với doanh nghiệp) hoặc Quyết định thành lập (đối với hiệp hội); mã số thuế; sơ đồ tổ chức; thỏa thuận liên danh và chỉ định đơn vị đứng đầu (nếu có từ 02 đơn vị tham gia); kinh nghiệm tương tự/hợp đồng liên quan
d. Đề xuất kỹ thuật: theo đúng cấu trúc của Điều khoản tham chiếu (ToR) e. Đề xuất tài chính: tính toán theo đúng yêu cầu định lượng (TOR)
Chi phí chuẩn bị hồ sơ: GIZ không chi trả bất kỳ khoản thù lao nào cho việc chuẩn bị hồ sơ và tài liệu kèm theo.
4. Phương thức nộp hồ sơ
LCF gửi hồ sơ thầu về email VN_PoS_Quotation@giz.de trước 17h00 (giờ Hà Nội), ngày 17/08/2025, với tiêu đề email: “Tender 83493594 - Bid document - [Tên công ty]”
