Investment objectives: Invest and construct social housing area for sale and for hire (a maximum of 80% for selling, a minimum of 20% for hire) in order to actualizing targets on social housing development, according to Resolution no. 04/NQ-HĐND issed by the City People’s Council on April 12, 2022 on social housing construction project in combination with handling housing issues for residents at old residential areas of the city. - Ensure goals of housing development in Le Chan District, meeting residential demands, particularly inhabitants living in old apartments at Le Chan Districts, and environment for landscapes creation in existing urban residential areas; encouraging dwellers to use housing apartments, upgrading land use efficiency, saving urban land fund and services provision to residential life

Project scale: 1. Land area expected to be used: 7.31 ha 2. Products and services provided: social housing, commercial housing (to offset investment costs, contribute to reducing selling prices, rental prices, lease-purchase prices of social housing and reducing service costs management and operation of social housing after investment) and synchronous technical infrastructure works 3. Scale of the construction: - Social housing area: 25,681m2, consisting of 04 blocks of 15-storey apartment buildings and attics, about 1,880 apartments; a total floor area estimated about 153,616m2. - Commercial housing area: 6,372 m2, with a scale of about 68 flats, in a height of 05 storeys and attics, a total floor area estimated about 32,774 m2. Investment in rough construction and only finishing exterior. - Kindergarten area: 4,536m2, with a scale of about 350 children, in a height of 07 floors and attics, construction density 40%, a total floor area estimated about 5,988m2 (The investor who wins the bid for the project will complete the construction, manage and calculate the business plan according to regulations. This funding source is not included in the selling price of Social Housing). - Technical infrastructure on a land: The selected investor will build the remaining half of the 13,5m cross section road adjacent to the A52 Resettlement Area in Le Chan District (this funding source is not included in the selling price of Social Housing).

Project implementation progress: Duration of the project: 50 years since the date when the City People’s Committee allocates the land. - Project execution schedule: + Progress of capital contribution and capital sources mobilization: following the project implementation progress. + Progress in the project’s main operational objectives implementation: deploying investment in the project’s work items construction and put the project into operation within 02 years from the date issuing land allocation decision by the competent authority

Land area: 7.31 ha

Land use purposes: To construct social housing, commercial housing (to offset investment costs, contributing to reducing selling price, rental price, renting – selling social housing, and reducing costs of social housing management and operation services after investment) and synchronous technical infrastructure works.

Approved planning criteria: The proposed land use structure according to Partially adjusting the detailed plan at a scale of 1/2000 gets approved by the City People’s Committee at Decision no. 3276/QD-UBND dated 03/10/2022

Current status of the land area: The cleared area at the Social Housing Area of Cau Rao 2 Urban Area is 47,968.4 m2. The proposed area for research to expand the scale of project implementation is 36,231.6 m2; Specifically: Annual crop land area: 19,596.4 m2: including: Cleared area at Vinh Niem Reservoir Project, Cau Rao 2 Urban Area Project and Wastewater Treatment Plant Project: 5,892.6 m2. Uncleared area (belonging to the Vinh Niem Reservoir Project for which a Land Acquisition Decision has been issued): 3,090.6 m2. Area to be recovered for project implementation: 10,613.2 m2. Aquaculture land area: 12,588.9 m2; include: Cleared area at Vinh Niem Lake Project and Cau Rao 2 Urban Area Project: 1,868.7 m2. Uncleared area (belonging to the Vinh Niem Reservoir Project for which a Land Acquisition Decision has been issued): 2,441.5 m2. Area to be recovered for project implementation: 8,278.7 m2. The area of traffic and irrigation land managed by the Ward People's Committee is 4,046.3 m2

Preliminary total project implementation cost: VND 1.914.204.782.000

Compensation, support and resettlement expense: VND 25.360.000.000
