Project's investment objectives: Accomplish the approved local adjustment detailed construction planning of 1/500 scale of the detailed planning of 1/500 residential and service zones in the Urban Area of North Cau Hac, Nam Ngan ward, Thanh Hoa city (at the location where implementing the Social Housing project of Nam Ngan ward according to Decision No. 623/QĐ-UBND dated February 24, 2020) approved by the Chairman of the Provincial People's Committee in Decision No. 2271/QĐ-UBND dated June 17, 2020; in order to meet the demand of housing for low-income people in the area; mobilize investment capital of economic organizations to invest in infrastructure construction; contribute to the promotion of the socio-economic development of the locality.
Scale of the project investment: a) Land use area: About 28,002.9m2; in which: Area of Zone A is 14,097.6m2; Area of Zone B is 13,905.3m2. b) Investment scale: Invest in complete and synchronized works, ensuring compliance with detailed planning approved by the competent authorities and current regulations and standards, including: - Technical infrastructure works in the project fence (including works: Drainage system; water supply system; power supply system, electricity lighting; leveling; traffic; trees ...) and auxiliary works (swimming pool, sports field,...); - Social housing works in Zone A: Including 02 blocks, each block is 25 storeys high. - Social housing works in Zone B: Including of 02 blocks, each block is 25 storeys high.

Summary of the basic requirements of the project: a) For infrastructure within the scope of the project: The investor is responsible for synchronously investing works according to the approved detailed planning, including the following items: - Invest in complete technical infrastructure works in the project fence (including works: Drainage system; Water supply system; Power supply and lighting systems; Leveling the background; Traffic; Parking; Greenery...) and auxiliary works (swimming pools, sports fields) according to the approved detailed planning. After the investment completes these works, the investor shall hand them over to the State for management and use as prescribed; regarding to auxiliary works (swimming pools, sports fields), after completing the project, investors are entitled to do business and exploit in accordance with law. b) For urban infrastructure outside the scope of the project: Other urban infrastructure works outside the scope of the project managed by the State as prescribed.
