Project's investment objectives: To build a total new and synchronized technical infrastructure systems, as well as high-class resort - entertainment complex, golf courses and Monbay Van Don residential area, which interacts with tourism activities, to meet national and international market requirements, concretize the socio-economic development goals, and orient the development strategy of Van Don Economic Zone specifically, and Quang Ninh province generally. To invest and monetized diversely on accommodation establishments, types of accommodation, travel services, high-quality tourism, and entertainment services. To invest in building a system of facilities, including a system of hotels, apartments, and resort villas; service; high-class entertainment area; golf courses. To invest and open businesses on urban areas with synchronous, civilized, and modern technical and social infrastructure.
Scale of the project investment: Scale capacity: The number of guests staying is about 3.000 people/day. Population size is about 9.800 people. Scale of project implementation area: The project planning area is about 299.64ha, including the land area of 279.54ha and the marine area of 20.1ha; as following: The land area (279.54ha) includes: Area of Ba Vung archaeological relic site is 0.598ha; the area of the main trunk road in the center of Cai Rong urban area is 2.33ha; The land area for the project is 276.62ha. The area of the sea area (20.1ha) includes: The sea area that will be encroached on is 12.11ha; The marine area for utilization and use of marine resources has an area of: 7.99ha. The area of land and sea area for implementation of the Project is 296.72ha = 299.64ha - 0.598ha (Ba Vung Archaeological Site) - 2.33ha (part of the main trunk road in the center of Cai Rong urban area has been invested with state budget capital).

Summary of the basic requirements of the project: The investor implements the project in accordance with the planning, regulations on bidding, investment, land, construction, environment, and other relevant regulations.
Investment duration and schedule: 70 years, from the time the investor is allocated land to implement the project. b) Investment progress: 09 years (from the second quarter of 2022 to the end of the fourth quarter of 2030).

Land use's purpose: Land for resort tourism and service tourism: 104.11 hectares. Residential land: 31.07 hectares. Public land, social infrastructure, and commercial services: 14.12 hectares. Land for trees, water surface and landscape: 110.48 hectares. Land for traffic and technical infrastructures: 36.93 ha.
